I believe the answer is B. Choice C compares Feudal Europe to American West Homesteading policies.
You want a comparison between Europe and American West.

Ooops- I meant B compares Feudal Europe to American WEST'S homesteading policies..that darn 's' is very important!!

In B, shouldn't there be a comma after "american west"

B sounds like "american west homesteading policies" are being compared to feudal Europe.

That way C is a better option because of the apostrophe in American West's
