A) his frequent endeavors to do it, Frank has not been able to -- it has no referent. wrong.
B) him frequently endeavoring to do so, Frank has not been able to---- Him frequently endeavoring is ungrammatical;
C) his frequently endeavoring to do so, Frank cannot --- His plus gerund seems stilted
D) his frequent endeavor to do so, Frank was not able to --- The singular frequent endeavor is wrong . It should be ' endeavors.'
E) his frequent endeavors to do so, Frank has not been able to --- correct

A) his frequent endeavors to do it, Frank has not been able to -- "it" would be used to replace a noun. We need a replacement for the action word "obtain". "so" would be better here. Incorrect.
B) him frequently endeavoring to do so, Frank has not been able to -- "frequently endeavouring". Adverb cannot modify a gerund (noun)
C) his frequently endeavoring to do so, Frank cannot -- same as B.
D) his frequent endeavor to do so, Frank was not able to -- use of simple past is not warranted. Present perfect is better since an action started in past and is yet continuing.
E) his frequent endeavors to do so, Frank has not been able to -- Correct. "has not" is present perfect form.
