Angles covered by a minute hand in 60 minutes = 360º
i.e. angles moved by minute hand in 1 min = 360/60 = 6º
i.e. Rotation of minute hand in 8 min = 6*8 = 48º

Question: Area $$= (48/360)*πr^2 = ?$$

i.e. we only need the radius (length of minute hand) to answer the question

Statement 1: The minute hand has length 2

SUFFICIENT

Statement 2: The angle defined by the minute hand in 8 minutes is 48 degrees

NOT SUFFICIENT
