I chose E, but i agree that D is the correct answer because;-
If the companies do not change the combinations and percentage composition on the labels, the FDA may implement strict measures based on the health guide which may limit their sales hence reduced revenue.
Another reasoning:- The health guide shades more light on the customers about ingredients harzadous to their health, thus avoiding to buy the drinks and in turn reduce the manufacturer's revenue.
