Due to is reason for a noun
because is reason for event. Isn't that the case here (unemployment rates dropped)?

because is reason for event. Isn't that the case here (unemployment rates dropped)?
Event would have been dropping of the unemployment rate but unemployment rates dropped is an action.

I think tie breaker between A and E is the gerund "spending" with "due to" in option A.
In E, "were spending" gives a false sense of time which can't be verified logically.

Yes, "because of" should be used in this context.

It appears that the correct answer may be mismarked, since choice (E) is much better in a few ways than choice (A).
