I have a doubt about the minimum value, is it because you are evaluating both +/- error percentage?

so if ETV = 100 --> (100-120)/100 * 100 = -20
and if ETV = 150 --> (150-120)/150 * 100 = 20

Now, the measured value is 120 and error % is 20%.

Minimum True value: When 120 is upper end of the error, that is20%, so 120% of true value = 120 or true value = 100. 
Maximum True value: When 120 is at the lower end of the error, that is20%, so 80% of true value = 120 or true value = 150.

Here is my approach:

120 is the 'measured value', now let true value be x
To maximize x -> x * 0.8 = 120 (consider a decrease of 20% from x) => x = 150
to minimize x-> x *1.2 = 120 (consider an increase of 20% from x) => x = 100
