As exterior angle is equal to the sum of two opposite internal angles, \(\angle BCD=\angle ABC+\angle BAC.......3y=\angle ABC+y.........\angle ABC=y\)
This tells us that AC>BC......In the same triangle, the side opposite to larger angle is greater than the side opposite smaller angle.
(1) BC = 4
So AC>4, as AC>BC.
Suff
(2) y = 40
Nothing about sides.

Around point C we have a straight line, divided into two angles, one of which is 3y, so the other, inside the triangle, must be 180-3y. We know the three angles in the triangle must sum to 180, and we know the angles at A and at C are respectively y and 180-3y, so the third angle, at B, must be 2y. So the angle at B is larger than the angle at A, and the side opposite angle B must be longer than the side opposite angle A. Statement 1 tells us the side opposite A is 4, so the side opposite B must be longer than 4, and Statement 1 is sufficient. Statement 2 is not useful so the answer is A.
