The stimulus contains two parallel events. The author concludes that since the two are parallel events, they must be related to each other.
Only B showcases such a flawed reasoning.
E is incorrect because the intent with which the conclusion draws basis on the premises is not equal to that of the question. But still, E is also a good choice but B is far better.
In reasoning questions, the best way is to understand the argument. The stimulus contains three "most"s, so any full "certainity" in any of the choice is wrong. A and C are wrong.
D introduces another kind of reasoning and hence incorrect.

I have a question about this answer unrelated with the question,
is the reasoning in this answer flaw?
In my opinion is correct but I'm not sure.
