Q) A candy manufacturer decided to decrease the weight of each candy bar, while retaining the price. By how many cents did the per kilogram cost of candy change after the reduction in weight?

Both the statements taken individually as well as taken together are insufficient because none of them gives any information about the originalper kg cost of the candy bar, and the lack of per kg cost restricts us to comment about the change in the per kg cost of candy bar

The only way to know "How many cents" is to know a definite value of the cost (before or after the reduction; or the cost of the reduced part).
Combining the two statements tells that the initial weight was 100, then reduced by 9 grams to be 91 grams.
Yes the cost will be reduced by 9%, but how much is this 9% is terms of cents?? --> no clue
