Note that we do not know if \(a\) or \(b\) are integers. Given that \(a\) is an integer, we only need to know if \(b\) has factors of only 2 and 5. If b has any other factors the decimal will not terminate.
Statement 1:
Tells us \(a\) is an integer. This is still useful information however the focus should be on \(b\). Insufficient.
Statement 2:
\(12500 = 125 * 100 = 5^3 * 2^5 * 5^2\)
\(b\) can only have factors of 2 or 5. So this may as well be sufficient if we know \(a\) was an integer, which we don't yet so this is insufficient.
Combined:
Sufficient.
Ans: C
