The slope, for either statements, could be = 0, and would still satisfy the statement. Shouldn't C be the correct option?

target of question is slope <0 i.e -ve
slope of line would be 0 or say parallel to x axis at y intercept is +ve at quadrant 1 & 2 or may be case when y intercept is -ve at quadrant III & IV...
y= mx+c & when m is 0 we get y=c

Exactly, but we aren't told about 'c' being positive (which would make line cross Q1 and 2, hence satisfying one of the statements) or vice versa.
Taking the statements alone would still satisfy slope=0.
Can you please let me know what am I thinking wrong here?

what I would advise you is draw the slopes of line with conditions:
1. When slope is -ve
2. When slope is +ve
3. When slope is undefined
4. When slope is 0

you will get the answer then , IMO what you are doing is diverging from what the question has asked , please re read the question stem in DS all we need to do is determine whether slope is -ve or not.. and a slope of line is -ve if and only if it passes through Q2 or Q4 or both...
