CONCEPT: Standard Deviation is the measure of dispersion among the values in the set and it depends on Gaps between terms and the number of terms. It does NOT depend on the value of Mean or Median independently.
Question: Is SD of x > SD of y?
Statements 1 & 2 give us the comparison between their mean and median which is not sufficient to compare the Standard deviations of two sets hence

Statement 1
If the median score of students in class Y > the median score of students in class X This cannot indicate the S.D. of the scores because S.D. is the dispersion around the mean of a data point. Insufficient
Statement 2
If we know the average mean scores of students in class Y > the average score of students in class X even though we cannot determine the Standard deviation of the scores of students. Insufficient
If we combine both statements we cannot determine the standard deviation of scores of both the classes because S.D. cannot be determined based on mean and median.
Hence, Option E
