Let regular price be x
=> Joey gets a 10% discount on the price
=> Joey gets it for 100% - 10% = 90% of the price

=> Price paid by Joey = 90% of x = $99
=>  \frac{90}{100}  * x = $99
=> x = $99 *  \frac{10}{9}  = $110
