Can somebody please explain why "the fuel cell" (being singular) takes plural "~ to have" after seems? Though I chose option D, it doesn’t make sense to use a relative pronoun ’that’ after seems. 🙄 TIA! :)
To have is infinitive… that has nothing to do with singular or plural 😇
