she mailed a different number of letters on 2 of the 7 days
No 2 days had the same number of letters. So - 1, 2, 3, 4, 5, 6, 7, 8 = 28

I think when it says: 'she mailed a different number of letters on 2 of the 7 days'. It means that if you select any 2 particular days in the week, the number of letters sent would never be the same. By that logic, the minimum number of letters mailed was: 1 + 2 + 3 + 4 + 5 + 6 + 7 = 28
