Hi,
Your general weaken instincts are good! But let's dive a bit deeper into what would work best for this question:
  • Option 1 is a direct weakener - breaking the causal link
  • Option 2 is generally a weakener type to look out for. However, for this particular question, I don't think this on its own, it would be an effective weakener - because unemployment could be due to other factors besides the tariffs -> lesser jobs too, but that doesn't necessarily mean that tariffs arent partly responsible. (If its just saying that other causes exist too then it doesn't weaken much)
  • The reason option E) works here is that it shows a different cause-effect relation that goes in the opposite direction of what is intended. If low crop profitability is pushing farmers into cities, then lifting the tariff makes cashew farming profitable, reduces migration to urban areas, and therefore helps reduce urban unemployment. {Undermines the cause–effect link by showing the policy has an opposite impact via another mechanism}
In general, these are two option types to look out for but it needs to be viewed in context of the question..

Hope this helps!

So in essence, can we say that we are looking for an answer choice which suggests either of the two:
1 - The tariffs will NOT increase unemployment
2 - The unemployment will increase due to another factor i.e due to the migration of farmers to urban areas

Also for weaken questions and the one like here, is it safe to say that we should look out for an answer choice which provides an alternate explanation for the stated cause OR show that even when the cause occurs, the effect does not occur?
