As someone who has been working in the Greater China tech industry for over 5 years...and worked in silicon valley before that....I can objectively say that: tech+entrpreneurship+asia+cali = Berkeley/Haas trumps Kellogg by FAR.
With any other line of work or any other locations, I would say maybe give Kellogg a good look. But in your case, no way.
In Greater China, the only people who have heard of Kellogg are some of the folks who work at Mckinsey, Bain, etc. Some people from the states might have heard of Northwestern and think its a decent school. That's about it. With Berkeley, EVERYONE knows the school and straight up go WOW you went to Berkeley?? and bow down. Seriously. This side of the world, the Berkeley name carries a prestige that is only matched by Harvard, MIT, and Stanford. There are so many rich, successful, and even famous Berkeley alums in Asia that the network is incredible and Kellogg doesn't even come close. And in the tech industry?? Kellogg is pretty much non-existent. When you decide to come to Asia, you can get in touch with any of the Berkeley Clubs of Beijing, Shanghai, HongKong, SHenzhen, and Taipei, which are all active with tons of members. Not only do they have regular events (some Haas only, most for all Berkeley), they also often hold events and mixers with other top alum clubs such as all the Ivys, Stanford, MIT, etc. I have never heard of Kellogg or NW being much in the picture at all. In fact, schools like USC and NYU have a stronger presence here over NW. Even when you just go out and about, you're constantly running into Berkeley grads, and you'll instantly make new friends.
During my time here, I have easily met 100+ Berkeley alums without even trying. I have met 1 NW grad. And I think 1 Kellogg grad. That should give you an idea.
Now going back to the topic of entrepreneurship, you need the network of a strong engineering school. Haas has programs that allows you to work with the engineering school to start companies. Of course, Berkeley's engineering is THE best in the world along with MIT/Stanford, so I don't think you can get better than that. Add Silicon Valley connection into the picture, and pretty much its a no brainer.
