Understanding the argument -
Lately many people in a certain post-communist country have decided to emigrate for economic reasons. - Fact
The people who want to leave the county in search of a job or a better life are those who have no money, or who know many foreign languages. - criteria for the people who leave the country.

Option Elimination -

A. A person who knows 2 foreign languages, but doesn't have any money. - Many means at least 2. So this comes under the criteria.

B. A person who knows 2 foreign languages, but is afraid to travel. - Many means at least 2. So this comes under the criteria.

C. A person who has no money to travel and knows a second language at an elementary level. - meets both criteria to travel.

D. A person who knows no foreign languages and has a suitable quantity of money. - Meets neither crtiera. Ok.

E. A person who has money to leave the country, but is happy about his/her present situation. - Meets one of the criteria.

Made a quick table assessing 2 criteria:

No $ | Knows languages
A: Yes | Yes
B: ? | Yes
C: Yes | Yes
D: No | No
E: No | ?

? refers to info out of scope for the criteria: No $ and knows languages
Therefore, D scores the most "No" as the question is asking LEAST likely

It is given that The people who want to leave the county are those who have no money, or who know many foreign languages

The contrapositive for this is "those who have money and who doesn't know any foreign language" - D fits perfectly . Hence D.
