A. Like the improvements to irrigation and crop rotation- The sentence compares the improvements to irrigation and crop rotation to fertilizers and pesticides.
B. As irrigation's and crop rotation's improvements- use of As incorrect.
C. Like those of irrigation and crop rotation- "those" has no referrent.
D. As it is of irrigation and crop rotation- again wrong comparision , irrigation and crop rotation should be compared to fertilizers and pesticides
E. Like irrigation and crop rotation - correct

Creating a filter: When we read the prompt, the word "like" sends up a flag. We have a comparison, and it's problematic. Grammatically, the comparison as written is between "improvements," on one hand, and "fertilizers and pesticides" on the other. An improvement is not logically comparable with a fertilizer. The grammatical expression of a comparison must establish the comparison between things that are logically comparable. The imaginary author of the sentence intends to compare improvements with improvements or farm techniques with farm techniques, so we look for an answer choice that does that.
Applying the filter: Choice (E) passes our test. Choice (B) has the same problem as (A), and (C) and (D) introduce pronouns that do not clearly refer to anything, "those" and "it."
The correct answer is (E).
