Can someone explain why is "they" in E is correct. Shouldn't "those" be more appropriate here to create a copy of Linking arrangements in most other developed countries. . "They" will just replace with linking arrangements done in US, which seems off to me.

Firstly, we don't do SC by trying to prescribe how the sentence ought to be written. Our job is to pick the best of the answer choices.

Secondly, no, 'those' will not be more appropriate. The reason is that the sentence is talking about 'linking arrangements' in general, not about particular instances or sets of linking arrangements.

To add to vv65's point, we should keep in mind that in the United States isn't actually part of the subject. That means we should read the sentence like this:

1. {XYZ} never evolved in the United States as {they} did in most other developed countries.
