I think it is easier to view it as the number needed to guarantee a pair. Worst case scenario you could draw 4 different lenses and the 5th would always give you a pair (n+1). so, every time you get up to (n+1) available lenses you are guaranteed a pair

5,1
5-2+2,2
5-2+2,3
5-2+2,4
5-2+2,5
5-2+2,6

5+2(5) = 15

Max no. to make only 1 pair of each color is 3 (RRR) (GGG).
3 3 3 3 = 12 ( 4 Pair)

Now, Max no. to make another pair of each color is 2.
3 3 3 3 = 12 (4 Pair)
2 0 0 0 = 14 (5 Pair).

Now any color would make 6th pair. so 15 is the answer.
