What does 'that' refer to in option E?
which included an allocation for high headdresses, plumes, and voluminous dresses that were subject to public comment

Hello vaibhav1221,

We hope this finds you well.

To answer your query, in Option E "that" serves as a preposition, referring to the noun phrase "high headdresses, plumes, and voluminous dresses".

We hope this helps.

ExpertsGlobal5 If "that" is referring to the noun phrase, shouldn't "that" be followed by a singular verb? Instead, it is followed by a plural verb "were".

Hello PyjamaScientist,

We hope this finds you well.

To answer your query, the noun phrase "high headdresses, plumes, and voluminous dresses", is a plural phrase; it consists of three plural nouns listed together; thus, the plural verb "were" is correct.

As mentioned, here "that" does not serve as a pronoun that replaces the noun; rather, it serves to connect the noun to the verb or to provide more information about the noun.

We hope this helps.
All the best!

I guess because the main subject and modifier are too far apart. This makes it a much less preferred option than E where the modifiers are close, unambiguous, and concise.

Ambiguity is not an absolute reject but is the less preferred option when compared to one that is lucid and concise.
