I have been admitted to Georgetown and Notre Dame (and was wait listed at North Carolina). I am from New York City and looking to make a career change into consulting. I hope to live in a big city (NYC, Chicago, Boston, Philly, DC) after graduating.

The interesting thing about both Georgetown and Notre Dame is that they both have some sense of national presence despite not being ranked in the stratosphere. Even still, if you're looking to work in the Midwest, consider ND. Northeast you can't go wrong with Georgetown. As for consulting specifically, I've visited the Notre Dame campus and talked with students and professors and there does seem to be a focus on consulting for what that's worth. In the end, go to where you'll be happy. I'm sure you'll choose the best fit for you.
I submitted my application on the 3rd round deadline, February 25th, and was only contacted because of a missing file (Toefl report) a couple of weeks ago. What was your time line for the interview invite? Is it over for me?

I got my invite by email about 2 weeks after the deadline date/submission. I had the interview with an alum 2 weeks after that, which was also 2 weeks before the decision notification date. Round 2, someone inquired on twitter to the @nd_mba account asking about interviews and the response stated that all the invites were extended by that time. The respose was about a week before the round 2 decision date. Maybe inquire there as well to see? Good luck, best wishes!
