Very good question. Focus on the meaning and the phrase "hand in hand". Ask yourself the question - "hand in hand" with what? The answer with be "with such things as.." thats in B. It also maintains parallelism. Other choices i.e. A and D do not answer the question "hand in hand" with what?
B correctly conveys that modernisation has gone "hand in hand with" and "offered incentives for" "such things as A, B, C and D."
