Hi,
1)Generally, in English language we use "The" before superlative form of adjective. So you have to use "The" every time you use a superlative form.
Now if there is a comparison between 2, we don't use "the" but "the" is used in an "exception" case.
For ex: Sachin and Virat are two of the finest batsmen in the world,but,in my view, Sachin is the better human being. (comparison with Virat is understood)

Hi aashishlandmark - Manas1212 is correct about the superlative form (there are also parallelism problems).
We need "the" to talk about the best of a group or the better of two.
The same is true for the "better" of two in comparisons. We say, "On that tennis doubles team, she is the better player and the more diligent of the two."
Your question about the suspect example:
We observed 10% more robberies last month . . . than when [than during what time period? ] Correct: We observed 10 percent more robberies last month than we saw the month before. (If there were 10 robberies in February, we saw 11 robberies in March.)
This one is a parallelism issue with comparisons. If you see MORE, look for THAN.
