E doesn't convey the original meaning.

I think of D too. E distorts the meaning of the original sentence. The author wants to convey a comparison to the past. A great increase does not convey that.

I think we need an IC,DC

B Verbose
C We need an IC and moreover restrictive clause is modifying wrong
D looks good
E is ok too

but I will pick D although it is long but expresses the meaning just fine.
