A. Wrong, "to monitor machine vibrations" can be thought to be a part of both "PDA" and "vibration analyzer". Both ways it makes sense. So, "to monitor machine vibrations" can not be placed there.
B. Seems fine, "to monitor machine vibrations" is conveying only one meaning.
C. Wrong, Verb missing for "vibration analyzer"
D. Wrong, "By John Mitchel, vibration analyzer was made and he created the field of predictive maintenance"??->Very awkward
E. Wrong, , Awkward and choice B is better than "E"
