Though I chose right answer, but I want to understand what is wrong in option E.

Is it that we cant use, must in subjunctive mood, or has a mandate is wrong.

Please help with this.

I believe has a mandate is idiomatically incorrect.

Actually not.
"Mandate" is itself a complete verb here. What does Nasa do? Nasa mandates. And, unlike what "has a mandate" suggests, Nasa does not possess a mandate.
