The Ad Comm or the application wants to know an overview of how you will manage the finance, its not needed be with scholarship, moreover, you mentioning X$s doesn't assure you the X$ of scholarship
So in general the adcom wants to know how you will plan your finances overall (including the scholarship amt). However this is a tricky area as the larger the scholarship amount you mention the more your financing plan might look untenable. However this will also be a result of your overall profile. So if you feel you have a strong profile go for it.
Another factor is how dearly do you want the scholarship? If it is a necessity upto say X amt without which you will not be able to attend then might as well ask for it. I used this strategy for another school wherein I felt that I needed a scholarship to go.

So the scholarship section does require you to break it down for them. But no body would hold you to that number at a later stage. If things change, they change. Nothing to worry on that front.
On the scholarship front, make sure your essay is impactful, carries meaning and clearly defines why you think you deserve the scholarship (Personal reasons, community work, etc etc)
