Good questions. i don't think many people are winning per se. It does make it better to be a US person looking for a high tech job in the US but it did not seem to be hard to start with for a while.
I think US BSchools and their graduates have quite a bit to lose. The min salary cut off is not an issue for the Top employers but an average employer may not be paying $127K base for someone from Asia who has 2-3 years of work experience even if they graduated from a Top 10 program.... and let alone SCM jobs out of a top 40.
