arguments jumps from speed of residents of four cities to speed of residents of state.

as i said earlier, the conclusion has been made on the data of only 4 cities. this states the same thing. keep it.
B. It fails to consider the possibility that even if, on average, a certain distance is driven by the people within a certain group, many of those in the group may not drive at all.
but to reduce the avg to 100, we need significantly more people from these group to pull that.

IMO it is B.
The question is about averages.
With averages driving at 150 overall avg does NOT mean that all of them are driving at atleast 100 each month.
You could have most people driving at 0km (or not at all) and just a few driving at 500km or more (no limit) to push the average to 150.
Option B clearly indicates the flaw with the reasoning there.
