No state law forbids an employer from rejecting a job applicant or to dismiss an employee based on the results of a lie detector test.

(A) an employer from rejecting a job applicant or to dismiss---Forbid from is bad idiom. We can reject A.
(B) an employer to reject a job applicant or dismiss- Good idiom. This must be the answer.
(C) that employers reject a job applicant or dismiss-- It is odd to see that no law forbids (many) employers jointly reject one applicant.

(D) the rejection by an employer of a job applicant or dismissal of
Rejection by an employer--- wordy and passive

(E) rejection by employers of a job applicant or dismissal of-- same problem as in C.

The Idiom is

forbid X to Y (infinitive)

Eliminate any option that diverts the general forum

Although option B sounds great, I have a small doubt regarding the parallelism. Should the answer be "an employer to reject a job application or to dismiss" or "an employer to reject a job application or dismiss"?

I am confused if there is any other way of approaching this question unless we do not know about the idiom forbids???to

I chose option B because the two verbs reject and dismiss were parallel. Please let me know where I am going wrong!
