A basic tenet of modification is that, an adjectival modifier at the end of the modification( marked by the punctuation "," )should be immediately followed by the noun it modifies and no additional intrusions are permitted

OFFICIAL EXPLANATION
This sentence is giving a lot of information, but it's sensibly arranged to make that information clear and understandable. So, we'll see if any of our other answer choices communicate the information better, but this is a good answer.
Choice (B) misuses "being," one of the GMAT's favorite tricks, and we have no idea what the subject is until the very end of this introduction.
Though choice (C) starts with the metal, we don't know which metal until much later, and the additional information "now known as aluminum" seems to be describing "decorative purposes" rather than the metal, as it should.
Choice (D) has those same problems because it is almost exactly the same except for "...and for a relatively low cost...." This "and" doesn't clarify anything; in fact, it makes the sentence more confusing because aluminum is supposed to be "effective in an ever-expanding suite of production applications for a relatively low cost." With "and," it is only effective for a low cost but not necessarily in the "ever-expanding suite of production applications."
Choice (E) tries to squeeze all of the additional detail into the body of the sentence, but still buries the information that the metal is aluminum, leaving it until the end, where it seems to describe the "relatively low cost" rather than the metal. This option also loses the chronological contrast between "once" and "now."
The correct answer is Choice (A).
