In the original sentence i could not find any error in the sentence.
Because the modifier "Addressing a press conference in Tirupathi" is referring MR Naidu. he spoke in the meeting and took an Bus yatra. On seeing the "Mr Chirnjeevi said" in the last of the sentence finds awkward to me.
Also in OA its mentioned as D). If D is correct the the modifier would refer MR Chirnjeevi and not MR Naidu.
please correct me if i am wrong.

"Addressing in the conferencing" Modifies Mr Chirnjeevi and not Mr Naidu because Chirnjeevi is addressing in the conference about Mr naidu.
And C is not right because Passive clause is introduced with out any use.
