Please find my reasoning below.
Pre-think : some of the crimes involve several of victims,i.g. a heist involves 10 victims hurt during the gun fight.
(D) is along the line with this pre-thinking.

Premise:
The rate of crimes is increasing slower than the rate of people who become crime victims.

Best explanation:

Crimes in 1990 affect more people at once as compared to crimes in 1989.
Option D thus works best to explain the given paradox.
