The right answer should be C. The best way to solve this question is to first recognise the category and therefore, what must be done. This is an evaluate the conclusion question, which means that we must identify the conclusion, and pick an option that allows us to say whether the conclusion is good or bad.

Conclusion: "the company stop publishing non-academic works in order to save time on the editing process"
We don't know if this is a valid conclusion yet or not. The option we pick should help us decide this, based on how we answer that option. Hence, the correct answer, depending on how we answer the option, should tell us that the conclusion is both sound AND invalid.

A - If yes, the increase in editing time will not be that great, if no, it will be much greater. However, both these answers lead us to the same conclusion that stopping publication of non-academic works will save time. OUT

B - This option is irrelevant. We don't care what non-academic (or academic) works look like, since there is no mention about the types of works Oscar Publishing prefers to publish. OUT

The CEO seems to be making an assumption that the better the structure, the lesser the time it takes to edit some work. Hence he believes that the company must only publish academic work.
However, option C brings in a variable which can affect the publishing time of Academic works.

So, if the answer is no i.e. "Checking does not add to additional time during editing", then the CEO's conclusion is valid.
However, if "Checking does add to time during editing", then his conclusion "may" not hold true.

Let's understand the argument that the author presents:
Since academic textbooks are more structured than non-academic ones, he recommends that non-accademic textbooks must be stopped as it will save time.
In other words, the author assumes that structure plays an important role while editing. ie Less structured more time and more structured less time.

We are required to evaluate this very reasoning:

Pre-thinking : What if structure is irrelevant to editing process and some other parameter is benificial while editing ? Infact what if the structure can be a hindrance for the editing team and takes up more time ?

B. Whether non-academic works are not required to be as structured as academic textbooks. WRONG : This is already stated in the stimuli. "their manuscripts tend to be more structured than those produced by writers of non-academic works."

C. Whether checking that the manuscripts for academic textbooks have followed the guidelines prescribed in curriculum's adds up a considerable amount of time to the editing of these scripts - CORRECT Passes the Yes/No test, and goes along with the pre-thinking.

B. Whether non-academic works are not required to be as structured as academic textbooks - could mean more structured (hence more time) or less structured (hence less time) we don't know so out.

C - Whether checking that the manuscripts for academic textbooks have followed the guidelines prescribed in curriculum's adds up a considerable amount of time to the editing of these scripts - if its true then eliminating NAs will indeed help save on overall time.

Option (B) is ambiguous.

B. Whether non-academic works are not required to be as structured as academic textbooks

Are they talking about the 'non-academic works' submitted by the author? In that case we have information in the passage that supports that non-academic works do not need to as structured as academic because they are not following a set curriculum. That would make this option irrelevant.

Another interpretation is that they are talking about the final published non-academic works and that would make this option interesting. If final published non academic works do not require to be as structured, it means in case of non academic work, the final product has to live up to a lower benchmark so it may not require additional time as compared with academic works.

Basically the argument is that A is delivered at a level of 6 on a 1-10 scale but NA is delivered at a level of 4. So the CEO says let's avoid NA because extra work is required on it.
But what if A work has to be taken to level 10 but NA work has to be taken to level 8 only for publishing?
