the comparison is between mining corporations and governments. Corporations employ much more anthropologists than does any government.
Original sentence is correct. The comparison is correctly used. Moreover, Any Government is correct, since we do not compare one government with other governments.

A. a much larger proportion of anthropologists to study tribal land holding patterns than does any government
correct

B. a much larger proportion of anthropologists to study tribal land holding patterns than any other government does
any other government - comparison error. we are comparing mining corporations with governments, not government with governments.

C. much larger proportions of anthropologists to study tribal land holding patterns than has any government
this choice has several errors. First of all, proportions - this changes the meaning of the sentence. Second, the helping verb must be "does" and not has. We are talking about a possible fact, not what has happened up until this moment.

D. a much larger proportion of anthropologists to study tribal land holding patterns than any government
this choice has comparison error. As per this choice, 2 comparisons are possible:
Corporations might be employing more anthropologists than does any government - OR
Corporations might be employing more anthropologists than employing any government.
Due to comparison ambiguity - this choice is incorrect.

This choice has the same comparison error as in D. Moreover, "any other" - is another comparison error.

I would go with E for this.

We need specifically "other" before government to show that the comparison is with "other governments".

Hence we narrow it down to B and E.

Between B and E.. E makes more sense.. in sense reading like.."than any other government"(might be employing).

Comparison is appropriate in E.
In my opinion, any other government is the correct usage and 'does' is not required.

Intended meaning: Mining corporation may employ more anthropologist when compared to other government employment rate of anthropologist.

Error Analysis:

But the original sentence conveys the meaning "THAN DOES ANY GOVERNMENT" --> This "ANY GOVERNMENT" includes Mining corporation also. Now the comparison states as Mining corporation may employ more anthropologist when compared to Mining corporation [ANY GOVT includes Mining corporation]
It should be Any other government. Hence Mining corporation will be compared with other governments, which is correct.

A) Eliminated for the above stated reason. It should be "Any other government"
B) Looks good. Any other government excluded Mining corporation and hence correct the error from the original sentence. Also the Verb does compares the entity without any ambiguity in the meaning. Hold.
C) Eliminating for the same reason as stated in Option A. [Any govt - It should be "Any other govt"]
D) Eliminating for the same reason as stated in Option A. [Any govt - It should be "Any other govt"]
E) Even though it rectifies the error in the original statement, the exclusion of Verb Does creates ambiguity in the meaning of the sentence.
Meaning 1 : Comparison of employing large number of anthropologist.
Meaning 2 : Comparison of study of tribal land.
Hence E is also wrong.

Hence B is the best answer choice.

action comparison is incorrect.....here meaning is the issue...

action is compared with government.....not correct..
