POE: Two splits-
1) Comparison
The intended meaning is to compare what the Mining corporations might be employing to what Govts employ. And not to compare the 'proportion of anthropologists' to 'government'. Therefore we need to have a helping verb with the subject 'government', which is 'Does' in this context.
2) 'Other'
'Other' used in a few options suggests that the 'Mining corporations' mentioned in the first part of the sentence is itself a government. This is wrong.
A. a much larger proportion of anthropologists to study tribal land holding patterns than does any government
In absence of 'Other' and presence of 'does', this is the correct option
B. a much larger proportion of anthropologists to study tribal land holding patterns than any other government does
'Other' as discussed above
C. much larger proportions of anthropologists to study tribal land holding patterns than has any government
Introduces another error by making 'proportions' plural. Its a larger proportion of plural anthropologists and not many proportions of plural anthropologists.

Mining corporations might be employing a much larger proportion of anthropologists to study tribal land holding patterns than does any government.

Action verb "does" stand for the verb phrase "might be employing" and hence correct. Also use of verb clarifies the comparison between mining corporations and any government regarding proportions of anthropologists employed. A is correct.
B. a much larger proportion of anthropologists to study tribal land holding patterns than any other government does
Use of "any other" is wrong as we are not really comparing governments.
C. much larger proportions of anthropologists to study tribal land holding patterns than has any government
Helping verb "has" is not correct as other part of comparison is in present tense. If we are using present perfect tense then we should have verb form "have employed" used with mining corporations only then verb employed can be ellipsed. Also proportions is wrong. Proportions means size or dimensions. For ex. A building of unheard proportions. For comparison, we should use proportion.

In every answer option, there is a word (than), which indicates to make comparison to each other in a specific sentence.
A. a much larger proportion of anthropologists to study tribal land holding patterns than does any government.
The intended meaning and grammar structure are perfectly fine.
B. a much larger proportion of anthropologists to study tribal land holding patterns than any other government does.
The comparison between Mining Corporation and other government does not make sense.
