x = (y/100)z hence y = 100x/z hence the question is asking is x/z greater than 1?
Statement I is sufficient as it gives us the value of x/z.
Statement II is also sufficient as it gives the same thing as statement I.
Hence the answer is D.

Given : x = yz/100 => y= 100(x/z)
Now,
S1: z/x = 8/10 => x/z = 10/8
substitute: y= 100 * 10/8 = 125 >100 (Sufficient)
S2: x- 20x/100 = z => 4x/5 =z => x/z =5/4
substitute: y = 100 * 5/4 => 125 >100 (Sufficient)
Both are independently sufficient. Therefore (D)
Now,
