"With phrases" are participle phrases. Participle phrases include a participle which is a verbal ending ed, -en, -d, -t, -n, or -ne (past). Participle phrases modify a noun, acting as an adjective. Here the participle is "Happening" The highlighted phrase, then is modifying to what extent, or what type of drama is present.
