We really don't need to solve anything here. We just need to find out the if the distance from point P to the distance of Q is calculable or not?
Look at the diagram. The distance from Point P to x1 or x2 on the circle's circumference is calculable and x1 and x2 are equidistant from Point P. Hence Stmt 1 is sufficient.
Stmt 2 is not sufficient, as y=-40 line will create two intersections on the circle, y1 and y2. These two points will vary in the distance from the Point P. Hence calculating the segment length is not definitive.
