GMAT Score: 540(cancelled), 680(cancelled), 690, 700 (IR 7 AWA 6) (this last score was given on July 2017)
Graduated from Top 10 colleges from India with CGPA: 6.59/10.
2 years 10 months as software developer in a product company.
10 months (as of April 2018) as a Consultant in Advisory (Technology) in PwC.
5 months GAP between employment (Wrote GMAT + applied to b-schools in India during that time, and got selected in both b-schools but rejected them to go for Consultant position)
Extracurricular activities: I have a fondness for out-door and indoor games, I learnt Play badminton, T.T, Tennis, and football, after my graduation.
Flexibility: I have experience in wide range of software architectures that range from java, .NET, SQL, to Dynamics AX. Moreover, I have worked in two distinct sectors - building Marketing websites (product company), Handling Retail operations for India's one of the biggest apparel retail industry.
Through my research, I found that Rotterdam is the best school that inclines with My interests and post-MBA goals.
Can you guide me, if it will be fine if I were to learn new foreign languages, to attempt GMAT again, or concentrate on my essays?

Your profile is good but you need to know that you come form over presented population with typical profile (IT male Indian), which will will put some burden on you. You experience is somehow low. You GMAT is great but maybe needs to enhance for competition issues in parallel to focusing on showcase your essays.
Do not pay any attention now for learning any new language (Dutch or German if you mean) for 2 reasons:
1- Netherlands is friendly country with English speaking. I have many friends who deals with English till now.
2- If you wish to learn Dutch, there is many institution there can teach you for free or with low fees.
So no rush now for Dutch
