Which of the following conclusions can logically be drawn from the graphic above?

More than twice as many management, professional, and related employees have health care as do service employees..... Cannot Be Concluded  
Almost 88%, of Management, Professional & Related employees have health care benefits, but only 42-43% of Service employees have those benefits. We can conclude that the %age of MP&R is twice that of Service employees, but since there are no details on the number of employees in each segment, this statement cannot be concluded.

More than 75% of management, professional, and related employees have retirement benefits..... Can Be concluded  
Employees in MP&R who have Medical & Retirement benefits are almost 78%, and those with Retirement and no Medical are almost 3-4%. Total MP&R with Retirement Benefits ~ 81%-82%. So, this statement can be concluded.

A higher percentage of natural resources, construction, and maintenance workers than of production, transportation, and material moving workers have some sort of retirement benefits..... Cannot Be Concluded

%age of Natural Resource, Construction, and Maintenance workers with some sort of retirement benefits:  
Medical & Retirement ~ 62%
Retirement & No Medical ~ 3%%
 Total = 65%

%age of Production, Transportation, and Material moving workers with some sort of retirement benefits:  
Medical & Retirement ~ 61%
Retirement & No Medical ~ 7%%
 Total = 68%

Actual scenario is vice versa of this statement. So, this statement Cannot be concluded.

I have a doubt about the last question stem

with the given data I can conclude that the percentage of Group A workers is not higher than Group B.

So doesn't it mean that we can say that: it can be concluded that it is not the case?

instead of saying that we cannot conclude anything from this data set.

The fact you can prove it incorrect isn't relevant to the question, the wording only asks for if you can conclude the statement is true. The use of the phrase "can be concluded" is used for two reasons: because some statements lack sufficient data to prove or disprove their claim  OR  the data disproves the claim. In this case, it's cannot be concluded because the data disproves the statement, even we though we can conclude the statement cannot be concluded, it doesn't make it any more correct

I think its not the question of which is bigger of which is smaller, it is based on info can it be concluded or not

I have doubt in 1st question stem. It can be directly seen from graph that % age of MP&R having health care facilities is more than twice that of Service employees. Still I am not sure why answer states otherwise. Please explain.

Hi pikaso,

Your reading of the graph is actually perfect. Adding the two healthcare segments (Medical & retirement + Medical, no retirement), management/professional sits around  88%  and service around  40% , so the  percentage  with healthcare for MP&R is indeed more than twice that of service. You're not misreading anything.

The trap is in the wording of the statement, not the graph.

Percent vs. number of people

The statement says  "more than twice as many employees"  - that's a claim about the  count  of people, not the  percentage . The chart only gives you percentages  within each occupational group . It never tells you how many workers are in the management group versus the service group.

So even though  88%  >  2  x  40%  as percentages, you can't turn those percentages into headcounts without knowing the group sizes.

Quick rehearsal with easy numbers:
- Suppose the  service  group has  1,000,000  workers -  40%  with healthcare =  400,000  people.
- Suppose the  management  group has only  100,000  workers -  88%  with healthcare =  88,000  people.

Here the  percentage  is more than double, but the  number of employees  is actually far smaller. Because we don't know the real group totals, the headcount comparison could go either way - so it  Cannot be concluded .

The takeaway:  whenever a statement shifts from "a higher percentage" to "more employees" (an absolute count), check whether the graph gives you the totals to back that count. Here it doesn't - and that single word swap is the whole reason the answer is "Cannot be concluded."
