I will try to give a quick way of doing this:
Initial speed = 3/10 miles/min
Changed speed = (3/2) * (3/10) = 9/20 miles/min
The remaining distance (call it Drem) if covered at 3/10 miles/min results in 5 mins late
The remaining distance if covered at 9/20 miles/min results in 10 mins early (we can also say -10 mins late)
Difference in times = 5-(-10) = 15 mins
[ Drem / (3/10)] - [ Drem / (9/20) ] = 15
Isolate Drem and solve the equation to get Drem = 13.5
Total distance = 12 + 13.5 = 25.5

Some quick & dirty calculations here.

Notice how the options are clustered between 25 - 30.

So I picked 24 miles as a start point. He had travelled 12 miles in 40 mins, meaning if he continued at the same speed - to complete his journey of 24 miles, he would have taken 40 additional minutes i.e. total 80 mins. But he was going to be 5 mins late so which means his target time was 75 mins.

Now he increased his speed by 1/2. He was taking 40 mins for 12 miles i.e. 3 miles every 10 mins. His new speed became 4.5 miles every 10 mins.

Now to travel 12 remaining miles, he would have taken 23.33 mins ((12/4.5)*10) which brings his total time to 63.33 mins. But we know his target time was 75 mins & he arrived only 10 mins earlier i.e. 65 mins total time.

This tells us that while Choice (A) - 24 miles is not the answer, the actual answer is close because the time difference was only 1.67 mins here.

We move to Choice B - 25.5 miles and do the same exercise.

Actual total travel time at same speed= (25.5/3)*10 = 85 mins.
Therefore, target total time = 80 mins (85 - 5)
Actual total time to be achieved = 70 mins (80 - 10)

Time taken after increasing speed to cover remaining 13.5 (25.5 - 12) miles distance = ((13.5/4.5)*10) = 30 mins

Total time achieved = 40 + 30 = 70 mins (a match)

Therefore, answer is choice (B)
