In the last sentence of the fourth paragraph, the author indicates that the U.S. Census Bureau is likely to continue using its current definition of poverty “for the foreseeable future.” He prefaces this statement with the quote from Wendell Primus, which essentially says that a definition of poverty’s worth depends on its ability to measure whether the number of poor is increasing or decreasing. It can thus be inferred that the author is suggesting the current definition is persisting because it can make that distinction.
