Thanks for posting your profile. I like that you're planning in advance! As I have a healthcare background myself (spent 7 years post-MBA in MedTech), your work in public health really resonates with me. I think you have a competitive profile for the schools on your list. Have you also considered Wharton's HCM program, CBS and Kellogg? These schools also have robust healthcare programs. I think your background would be interesting to these schools as well, although these three programs are more competitive than the ones on your list, and would require you to bump up your GMAT. Regardless of whether you apply to these three program, given your CGPA, I think it's a good idea to retake the GMAT, especially as you have time.
In the next 13 months, continue to do well at work. I don't think your WE is a red flag - it's within the range for the schools on your list. And if possible, see if you can step up your extracurriculars. If you are able to step into any kind of leadership role at a community (volunteer) organization, it will help beef up your profile and demonstrate leadership (which AdCom is looking for).
