We are comparing arts practiced by Amerindian and arts practiced by non-natives.
Proposed that-correct idiom.

Instantly eliminate C, D, and E because bossy verb requires "that" not "to". In B, when something is a must, should changes the meaning. So B is out.

Careful. folks. The mere presence of a "bossy verb" such as "requires" does not make the subjunctive mood necessary or even preferable.

There are plenty of ways to follow up "requires." They just need to be done correctly.

*requires + noun: "The practice of yoga requires a great deal of patience."

Notice that this can be used with a modifier that indicates the party on whom the requirement is placed. We have some flexibility in the location of the modifiers:
"Yoga requires a great deal of patience of its practitioners."
"Yoga requires of its practitioners a great deal of patience." (This usage is less common, but perfectly fine if used well.)

Since our question started with "Legislation requires (of organizations)," we could have followed up with a noun, as in the last yoga example above. This wouldn't really work for the sentence at hand. Usually, we'd use this form when the thing required is a whole long phrase. For instance, a sentence could say "Proposed legislation requires of organizations a financial commitment that none but the most well-funded bodies could expect to fulfill."

*requires + (object) + to: This is a very common, standard construction. You can require someone to do something. So the sentence could easily have said "Proposed legislation requires government organizations to fund the preservation." So the problem with C-E is not "to fund" in itself. Rather, it's the presence of "of" before "government organizations." This turns "organizations" into part of a prepositional modifier rather than the object of the verb "requires."

So in short, we can say "Legislation requires (NOUN) of organizations," "Legislation requires of organizations (NOUN PHRASE), or "Legislation requires organizations TO DO X." We just can't say "Legislation requires OF organizations TO DO X."
