Do not overthink this decision. The most important consideration for your recommender is if you trust these people. If the answer is yes, then you can potentially consider other factors. The fact that both the CEO and the CDO can speak uniquely to your different skill sets and experiences is ideal. What more do you truly need?
Moreover, you should presumably be a more seasoned and overall better professional in your more recent job than your previous one given all the accrued experience. Why do you feel the need to have someone recommend you from a position in which you are less experienced? Also, have you kept in touch with someone at your previous company? Are they aware of your growth since leaving that company? Their knowledge of your updated situation is important too.
The ONLY way I could justify that is if you had a very different type of role and therefore are able to showcase a truly different side of you such as if you worked in a strategy role at a growing startup at one company and an engineering role at a big company in another.
