Hello in English language “and” signals plurality unless the idea denotes singularity Eg. Cheese and “Sobolo” is a good snack (here though “and” but verb is singular )
Again, cheese and “sobolo” are good snacks (here “and” signals plurality)
Now based on the context of the sentence if rain and snow is meant to be singular then verb is falls otherwise it’s fall. But say rain or snow falls (singular because of “or”)
