Yes, that is correct. There is no additional essay required if you are reapplying.

You do need to submit one new letter of recommendation and you are invited to submit an additional one to support your candidacy.

Even though only one new letter is required, I recommend folks to re-evaluate everything and in doing so, its not uncommon to either ask entirely new people to write letters or at least have them focus on new content in their letter.
